IN SUMMARY* - New Jersey is
at a time of fiscal crisis which had been brought on by over a decade of
complete financial mismanagement and creative budgetary techniques. The recent
series of governors started using techniques involving the issuance of large
bonds and the transfers of dedicated monies, such as the Transportation Trust
Fund, into the State’s General Fund. They did this to address immediate
budgetary issues, without much concern to long-term implications, and then
perfected these methods as each year passed. The heads of our state’s
government seem to have taken a deaf ear to the cries and have become
unresponsive to the fiscal pressures plaguing its citizens. Many elected
officials seem to think that the financial reservoirs of this state are without
bounds. What exacerbate these issues are the many career politicians who appear
to have lost connection to their constituents while amassing huge benefit
packages and perks, which are often thought of as entitlements to public
largess.
Recently, the Governor had been pushing a debt reduction plan,
which appears to have had “Jumped the Government Mismanagement Shark”. This plan
not only confounded two-thirds of the state’s residents, who appear lucid and
able to perform simple arithmetic, but it did absolutely nothing to address the
main reasons why New Jersey is in a financial quandary – rampant spending and
incompetence. In one example, there are billions of dollars that are
unaccounted for or misspent with regards to the School Construction
Corporation’s handling of the Abbott schools systems. This was money that was
intended for the needy but it never reached them. Now, New Jersey residents are
expected to replenish those funds with no certainty that these funds will be
properly deployed.
Businesses and jobs are also literally being driven from this
state. The tax and regulatory burdens
are becoming so oppressive that businesses are not only evaluating the
possibility of relocation, but are actually doing it! Many jobs are now being
outsourced to other states or countries. Once a business is placed in the position
of relocating, they will evaluate all business lines. Many businesses, whose
corporate offices hail from New Jersey, are no longer expanding in state.
Instead, they are opening up new shops in other, more business friendly states.
Paid Family Leave, a sham proposal that will tax all employees and drive up
business costs, will only benefit a few of its citizens – mostly union based
employees. Other recent taxes and changes to the worker’s compensation plan
have placed stressful burdens on companies, mostly in the small business arena.
Then there is the State Universal Health Care program that is proposed. This
will add at least $1.7 billion to the budget while driving up employer costs.
These costs will be taken directly away from the employees, as these business
costs will come from the employee portion of what it costs to run a business.
There are fixed overhead and supply costs. The business knows what it costs, to
the penny, for each employee. If the employee costs go up, less is available
for pay raises, advancements or bonuses. These proposals will hurt the employee
directly and reduce what is available for a business to staff their operation,
meaning fewer jobs.
The Governor’s debt reduction proposal was to perform a lease of
New Jersey’s toll road assets to a newly formed neutral and independent company
for 75 years, with possible 24-year extension. One obvious problem was that
this company wasn’t as neutral as we were led to believe. Also, over it’s life;
almost $1B would have gone to the heads of this team in salary, pension,
benefits, perks and cost-of-living adjustments. This company would have floated
an approximate $40 billion bond that was targeted to go into the state’s
coffers. This company would have then repaid the bond from toll road revenues.
Tolls were scheduled to have increased in 50% 4-year increments while also
factoring in yearly cost-of-living adjustments. An example of how this would
have impacted the commuters is as follows: A commuter from Cranbury, NJ to
Jersey City would have had their tolls increase from around $7/day to almost
$60/day in just 14 years. The in-state and regional commerce would have also
been greatly affected by this, as most goods and commuters travel on these
roads. Virtually all products we purchase in this state would have become
affected in one manner or another by this plan that would have haunted our
descendants for several generations. To put this plan in perspective, 75 years
ago the United States was in the midst of The Great Depression – before World
War II. Yet a 9% cut in the state budget, in effect rolling back the past
year’s increases, would eliminate this debt in just over 8 years. A 5% cut
would eliminate it in around 14 years.
When pressed to cut state spending, the governor stated “pigs
would fly over the State House before there’s a realistic level of new taxes or
spending cuts” made. He only proposed freezing state spending for just one year. One would
question how we could be in a budget crisis when cost reductions have been
ruled out? Instead, the governor wants to add 3-5 year-olds to the school
system and add additional Abbott school funding, totaling billions of
additional dollars. When private households experience budgetary problems,
unnecessary spending is first cut, followed by more painful measures. Remember, we
needed to have a 1% sales tax increase in order to address budgetary and bond
problems only to find that half went back to us in homestead rebates and the
other half was distributed as special pork projects to certain districts so
that those leaders would approve the state’s budget. How can we really trust this money will be used for what we are
told it will be used for? The Governor’s track record is far from being
stellar.
Hurricane Katrina is estimated to have caused $81 billion in
damage to the southern gulf-coast states. The Governor’s plan, to borrow $40
billion, was estimated to accrue about $50 billion in interest if this were a
30-year bond at 6%; however, there is talk that this bond may extend out as
much as 75-99 years in length while having higher percentage rates. To further
compound the matter, this plan did not immediately increase the toll road
charges from day one. Instead, these increases are laddered over time, where
the proper share of toll revenues raised wouldn’t have been reached for at
least 14 years. This means that initially, very little would have been applied
to the principal of this bond, thereby increasing the amount of interest
accrued. It is conceivable that the interest alone on this plan could have
easily passed the $120 billion mark, placing this plan’s financial impact in
the $160 billion range.
This man-made
disaster could easily double the damage amount caused by Hurricane Katrina.
Due to large public outcry to this failed proposal, spearheaded by

News Department) and several other newspaper
editors, the original toll road proposal APPEARED to be all but dead. The
governor and his posse are now trying to come up with ‘alternative’ measures to
get the budget under control. Unfortunately, their new proposals include
alternate taxing methods, such as partial toll increases mixed with gasoline
taxes. There have been no real cost cutting measures. In the past couple of
weeks, the governor had threatened draconian measures as a way to control
costs. The people of this state are, in effect, being punished for opposing the
toll road plan. Threats of cutting hospital funding, the state parks and other
departments that the citizens actually care about are being targeted. Nothing
to deal with government waste or abuse has been offered. These new proposals
now includes several thousand jobs, yet most seem to relate to part-time
positions in which the employees are only paid a thousand or two dollars per
year. Almost daily, additional concessions are being made. It’s almost as
if the government of this state is trying to find the highest point where the
citizens will accept taxation. The state has more than its fair share of
income. It’s just that the money is being poorly managed or abused. Before new
taxes are added, the state must show that they are able to properly use the
monies currently being awarded them.
The State Budget Address showed a weak and ineffectual governor, trying
to mask supposed cuts by shifting many costs onto local municipalities, thereby
driving up our local taxes. Much of the budget appears to be political smoke
and mirrors. There is extreme waste in this state and that is not
being addressed by this administration.
The governor
still wants to implement this plan – In What Genesis Though?
The mentality of a business is different from that of a state
organization. In a business, during times of economic downturn or stagnation,
enacting cost-cutting measures or staff reductions increases profits. State
officials, on the other hand, mainly try to address budgetary shortfalls by
enacting new taxes or by floating additional bonds. The governor, during the
electioneering process professed that the state needed to be run like a
business. He professed to have this type of expertise; however, one would
have to question this. A true businessman would first perform an audit of the
various departments within a company to better ascertain where inefficiencies
or waste exist and redirect those funds to other cost centers. This is
especially important when running a state as extra funding more than likely
means the implementation of additional tax burdens on its populous. Before a
governor blindly states that there is a budget crisis and tax increases are
mandatory, executing an audit should be the prudent action. It has been
stated that one of the past governors attempted an audit of the state, after
only three departments were audited; over $2 billion of waste was uncovered.
Instead of continuing with the audits, they were abandoned and subsequent taxes
were imposed. Needless to say, that governor was not re-elected.
A true audit of
this state had not occurred on over 25 years!
This site will continue to target the supporters of the initial toll
road plan, especially since many supported it either before it was complete or
while it was in its worst form, until a comprehensive and independent state
audit has been completed. Anything less would not do justice to the citizens of
this state. If an internal audit were performed, this may give impressions of a
cover-up. The trust of New Jersey’s citizens has been compromised. An audit
must ensue and be overseen by several neutral watchdog groups. If you do not
believe how corrupt and mismanaged this state is – read “The Soprano
